Important Notice

On March 27th, the Province of Manitoba announced that it will be removing the health care coverage to post-secondary international students (including their spouses and dependents) studying in Manitoba, effective September 1, 2018.

Red River College is committed to providing all students with access to affordable, comprehensive health coverage while they are pursuing their post-secondary education at Red River College, and we are currently exploring options to develop and offer an affordable paid health benefits plan for our international students. Updated information will be posted on this page as soon as it is available.

International students with current Manitoba Health cards will be covered until September 1, 2018. If you have questions about your current eligibility for provincial health coverage, contact the Province of Manitoba directly at: 204.786.7101 or 1.800.392.1207, or by email:

Manitoba Health Coverage for International Students

If you are an international student who has a valid study permit issued by Immigration, Refugees and Citizenship Canada (IRCC), formely known as Citizenship and Immigration Canada (CIC) for a minimum of six months, and will also live in the province for a minimum of six months in a calendar year, you are eligible to receive Manitoba Health benefits.

An application for coverage should be completed and submitted as soon as you start your program. To find out more about what is covered by Manitoba Health, please visit the Manitoba Health website.

You will require the following in order to obtain Manitoba Health:

a) If your study permit does not identify Red River College under Institution Name:
  • Manitoba Health Application Form
  • Study Permit
  • Your Passport with the date stamp at point of entry into Canada
  • A “Confirmation of Enrolment” letter issued by Red River College. You can obtain this “Confirmation of Enrolment” from Student Services at the Notre Dame or Exchange District Campus. The fee for this document is $16 plus GST. Manitoba Health requires that this document be dated and issued no sooner than the start date of your Program to be valid for health coverage.


b) If your study permit identifies Red River College under Institution Name:
  • Manitoba Health Application Form
  • Study Permit
  • Your Passport with the date stamp at point of entry into Canada
  • Letter of Acceptance

You can find the Manitoba Health application form online. Once your application has been reviewed, processed and reviewed by Manitoba Health, you will receive a wallet identification card directly from Manitoba Health.

Submitting Your Application

You can submit your application in the following methods:

  1. In person at the Manitoba Health office located at 300 Carlton Street (8:30am – 4:25pm). Please bring the documents listed above.
  2. By email at Note: You must scan the application and all the required documents as listed above.
  3. By mail at 300 Carlton Street, Winnipeg, Manitoba, R3B 3M9.
  4. By fax at 204.783.2171.

Very Important

Manitoba Health provides health coverage to you based on the dates of your Study Permit. Your Manitoba Health coverage will expire on the end date of your Study Permit. You must renew your Manitoba Health coverage if you extend your Study Permit and stay in Manitoba. Also, when you graduate, and if you apply for a Post-Graduation Work Permit to stay and work in Manitoba, you will need to provide Manitoba Health with a copy of your Work Permit to extend your coverage.

In addition, for international students who meet the Manitoba Health eligibility criteria, RRC Students’ Association provides Extended Health and Dental coverage. You will be charged the mandatory fees and automatically enrolled for this mandatory coverage once you are registered and start your program. If you are a student on a Visitor Visa and/or do not qualify for Manitoba Health coverage, RRC Students’ Association provides International Student Sickness & Accident / Hospital & Medical Plan Insurance. The daily *rate charge is $1.65 per day (minimum 15 day purchase / *rates subject to change). This coverage is mandatory for all students who are excluded from the Manitoba Health eligibility and are attending Red River College.
